To empower at-risk and disadvantaged youth, as well as individuals transitioning from incarceration, by providing comprehensive case management, mentorship, and resources. We are dedicated to breaking barriers, fostering resilience, and creating pathways to sustainable success and community reintegration.​

Marcelle & Ebony Stover

Ebony:
Ebony has always felt a strong calling to advocate for others, driven by a deep-rooted belief in justice, equality, and service. Although she did not face significant hardships growing up, she was drawn to supporting those who did, dedicating her life to standing up for the underrepresented and underserved. With a career and education background that spans both law enforcement and social services, she has gained invaluable insight into the challenges faced by at-risk communities and individuals caught in cycles of hardship.

Her professional journey led her to cofound Dream Builders Foundation, a nonprofit focused on empowering at-risk youth and supporting reentry for formerly incarcerated individuals. Through this work, she combines her understanding of systemic challenges with her compassion and dedication, offering resources, mentorship, and pathways to opportunity. In every role she’s held, from Site Coordinator to Senior Director of Recruitment, she has used her skills to uplift those around her, providing a voice and a helping hand to those in need.

Today, Ebony leads Dream Builders Foundation with an unwavering commitment to creating transformative change. Her work isn’t just about providing services; it’s about inspiring hope, building resilience, and guiding individuals towards a brighter future. Her journey reflects a lifelong commitment to service, proving that with the right support, every individual has the potential to overcome adversity and thrive

​Marcelle:
Growing up in Washington, DC, Marcelle faced the harsh realities of inner-city life, surrounded by challenges that many people struggle to overcome. Despite the obstacles, he stood out as an elite high school and college football star, celebrated for his athletic talent and discipline. However, in navigating the complex pressures of his environment, he eventually lost his way, a journey that ultimately led to incarceration.

While facing the consequences of his choices Marcelle committed to personal growth and rediscovered his purpose. He earned his plumbing certification, developing a valuable skill that would not only benefit him but also allow him to contribute meaningfully to the lives of others. Beyond plumbing, he embraced a role as a mentor and educator, holding classes to teach his Muslim faith and provide guidance to those searching for spiritual grounding.

Through Dream Builders Foundation, Marcelle now helps to empower others with both practical skills and personal insight, offering reentry support and life skills for individuals on similar journeys. His story is one of resilience, transformation, and a dedication to giving back, proving that no matter where life takes you, there is always a way to rebuild, rediscover purpose, and inspire others along the path.

Together, Marcelle and Ebony represent a powerful partnership built on shared values, resilience, and a commitment to uplift others. United by their mission to serve, they co-founded Dream Builders Foundation, drawing on their unique strengths and life lessons to guide the organization. While Ebony leads with her background in law enforcement, social services, and advocacy, Marcelle brings a hands-on approach, inspiring individuals to gain confidence and independence through skill-building and mentorship. Together, they strive to create a ripple effect of change, helping individuals find purpose, overcome struggles, and rebuild their lives with dignity and hope. Their journey is a testament to the power of resilience, faith, and the belief that every life is worth rebuilding.
Dr. Na'Shayla Nelson
Chief Advisor on Law Enforcement & Reentry Initiatives
Assistant Police Chief Na’Shayla Nelson is a military veteran who has dedicated her life to public service. In 2007 Assistant Chief Nelson began her law enforcement career.
She is a graduate of the University of Richmond’s 47th Session PELS (Professional Executive Leadership School), North Carolina State University’s 90th Session of AOMP (Administrative Officers Management Program), FBI-LEEDA Trilogy, FBI LEEDA e-Trilogy, and New Chief/Deputy Chief School (VACP). She is also a General Instructor and holds other certifications and adjunct professor.
Assistant Chief Nelson holds a Bachelor of Science from Upper Iowa University, two master’s degrees. She holds a Master of Public Policy and Administration with a concentration in Disaster Management from American Military University and a Master of Philosophy from Walden University. Assistant Chief Nelson has a Ph.D. in Public Policy and Administration from Walden University.
Donte Hayes
Director of Reentry
My name is Donte Hayes, and I’m from Baltimore City. I’m the second oldest of eight children. Life has dealt us some difficult blows—we lost my oldest sister and youngest brother to violence, and another sister passed away due to health issues. My mother is no longer with us either. The story of my life isn’t just about my struggles; it’s about my walk toward purpose, which has been long and arduous.

I grew up in abandoned homes, navigating a world that felt stacked against me. I didn’t consider myself as someone with purpose back then. At a young age, I entered the juvenile system, which eventually led me into the adult system, and I was imprisoned for 21 years and 9 months.
​
During my time inside, I chose to fight for my life, my definition of freedom, and I never let go of the belief that my life had meaning. I knew deep down that there was something I was meant to do, and I became determined to live with that purpose. Against the currents of self-doubt and systemic challenges, I learned how to truly live for the first time when I sat down in an unconventional classroom.

That decision led me to become the first college graduate in my family. I earned my bachelor’s degree in Human Services Administration from the University of Baltimore, where I also became a member of the National Society of Leadership and Success. I had my voting rights restored as a citizen, and today, I serve as the director at a business that helps individuals, particularly returning citizens, find their path through personal development and struggles.
Daryn Moore
Advisory Board Member
Daryn Moore is originally from Richmond VA and a graduate of Delaware State University. He has a passion for community impact work, with a heart for service. He currently is focusing his talent on school partnerships and community outreach in the Baltimore City Area.
Prior to that, a majority of his career was spent in the higher education realm working with undeserved student populations, working to remove barriers and champion access to opportunities aim around student success.
Daryn is excited to serve on the board for Dream Builders and pouring back, while learning more ways to make an impact!
